Malaysia adopting new system in crime prevention efforts PDF Print E-mail

PETALING JAYA: Malaysia has adopted the Safe City Monitoring System (SCMS) which will help to reduce street crime a notch further.

Federal Town and Country Planning Department deputy director-general (planning) for peninsular Malaysia Kamalruddin Shamsudin said, while other jurisdictions elsewhere had only started using the geographical information system (GIS) for crime mapping, Malaysia had gone a step further with SCMS, a system that had never been attempted before.

He said under the system, crime data from the police reporting system would be combined with GIS under the Housing and Local Government Ministry to create the data in digital environment.

“Prior to this, visualisation of crime information is done in the form of pin maps. These are not permanent and discarded and changed with time,” said Kamalruddin.

“Tracking the historical crime data to establish a crime trend is a gruelling task without GIS mapping,” he said, adding that previously, authorities would act independently of each other in preventing crime.

Through this novel approach, Kamalruddin said authorities would be able to monitor implementation of safe city measures in areas under the respective local councils.

It would also enable existing and potential crime hotspots to be identified and monitored as well as assist the police and public to report crime online, he added.

“The SCMS-police reporting system integration is invaluable to the police as it not only helps them identify high crime areas but also study variables on possible causes of crimes and patterns,” said Kamalruddin.

He said this would also allow the police to better monitor crime and plan deployment of manpower more efficiently.

The SCMS is already operational at 42 hotspot police stations since Jan 1 while RM72mil has been set aside for 151 local authorities to adopt the department's Safe City Programme.

Have to remember, GIS as a tool. Output from GIS just give us the trend/ pattern
of the crimes. we can say GIS is a reporting tool
