| Selangor Govt Embarks on Statewide GIS Plan |

Source: New Straits Times (page 11) The Selangor Government is embarking on an information technology (IT) programme to implement an integrated network of geographical information systems (GIS) throughout the State.The programme, called Darul Ehsan Geographical Information System (DEGIS), is part of the State's electronic government (e-government) initiative to facilitate citizen and Government interaction via electronic means. According to Selangor's principal assistant state secreatary of privatisation unit Dr Haji Abdul Munit Kasmin, the objective of DEGIS is to provide a platform for co-ordination of datasets and GIS application systems that are being developed in various Government agencies within the State. "With the implementation of DEGIS, as part of e-government activity, the State approaches an Enterprise GIS utilising Internet technology," he said. For a start, the State has embarked on two pilot projects under DEGIS, Strategic Planning GIS on the macro level and Land Management and Operation GIS on the micro level. The implementation is being managed by Darul Ehsan Multimedia Corp Sdn Bhd (DEMC) and its subsidiary, Global Systems Integration Sdn Bhd (GSi). SICAD Geomatics, a subsidiary of Siemens Nixdorf, is the implementation partner in the initiative. "The Strategic Planning GIS involves manipulation of district level data, while the Land Management and Operation GIS handle the daily business processes of the land offices," said Abdul Munit. He said by having both macro and micro level covered, the State ambition of a truly Enterprise GIS can be realised in the near future. "The ultimate objective is to convert all land-related information within the State administrative council into a more efficient and integrated digital format, in line with the national objective of realising e-government," he added. It is estimated that approximately 300 users of the already operational Land Management System, spread throughout the nine districts, will be involved. "Furthermore, as land plays a major role in the state revenue, priority is given to implement a GIS system to manage these crucial resources," he said. In addition, the system will be linked online to all the relevant authorities responsible for the approval of land-related matters. "With the Internet concept in place, the usage of the system is unlimited and will eventually greatly benefit the public." he said. Abdul Munit said this in a presentation titled Implementation of GIS: Selangor Experience at the fouth annual GIS Asia-Pacific Conference and Exhibition in Petaling Jaya recently. According to him, the pilot projects under DEGIS had kicked off in mid-1997 with the aim of raising the level of information services to the public and other Government bodies. In addition, he said the projects are also geared towards improving the information support for decision-making and problem solving to user organisation an to increase the productiviy of the staff engaged in the information support, planning and evaluation activities. Abdul Munit said both these projects are implemented in incremental form. "One of the key reasons behind this is the local culture and also the low acceptance of IT at this point of time. There are other obstacles such as data gathering and conversion. "However, the challenges here are to create an integrated enterprises system with all related land matters under one roof serving all the relevant Government departments as well as the public," he said. Upon the completion of the pilot phase, the State will embark on a statewide DEGIS implementation. "A Statewide network will provide the system with linkages to all other Government departments, agencies and public," Abdul Munit said, adding that partnership with SICAD will be extend to other States nationwide in the future.
