Source: Computimes, New Straits Times (page 1) The Perak Department of Town and Rural Planning (Jabatan Perancang Bandar dan Desa Negeri Perak, or JPBD Perak) is embarking on a computerise programme to implement a digital planning and development system (DPDS-GIS) at its headquarters in Ipoh.Targeted for full implementation by December 2000, the system will enable the State administration to manage more efficiently the development and infrastructure plan, and to facilitate State planning and development policies. According to JPBD Perak director Yaacob Nordin, the online DBDS-GIS system will eliminate physical movement files on development applications, and help the department establish a more conducive paperless work environment entirely. He said the entire system is based on the geographical information system (GIS) technology which is capable of integrating and analysing data from many sources, and project future development trends and other analyses related to a specified location. "The system will help increase productivity in planning and management, in that less time is spent on gathering planning data. It will manage the data according to standard format, and shall be more accessible, usable and up-to-date," Yaacob said. "There is no necessity to correlate data from incompatible sources such as maps, paper files, drawing and reports, and the need to update data before any analysis can be eliminated, since the DPDS database is maintained up-to-date," he told Computimes in Ipoh on Monday. Yaacob said, in essence, the DPDS-GIS will be an integrated planning and development system that is able to process all development applications on-line, monitor the overall development plans and check the progress of various mega-projects within the State. JPBD Perak had last month awarded a contract worth about RM3.5 million to Ramgate Systems Sdn Bhd to develop, supply, install and commission the DPDS-GIS system. Ramgate will also provide on-the-job transfer technology during the system implementation. According to Yaakob, the DPDS-GIS project will be conducted over several phases. The first phase, which is on-going entails a detailed user needs study involving three departments namely JPBD, Unit Pengurusan Ekonomi Negeri (UPEN) and Pusat Teknologi Maklumat (PTM). "Basically, in this phase, we will look at how development applications are processed, the movement of physical files, how data is kept and retrieved, and the clients involved in the entire process" he said. He said the subsequent phases will involve the delivery and installation of the systems, components such as hardware, software and networking, data modeling and system development. The DPDS-GIS system will comprise three digital basemap, application modules namely Planning Approval System, Planning Analysis System and Mega Projects Monitoring System. The Planning Approval System will automate the workflow of planning development application and serve as a planning and serve as a planning advisory support system. It will assist each town planner in determining that any application meets the requirements of the planning policy, and provide better visualisation to decision makers on areas of interest. The system will keep track of all applications, and distribute them to the planner in charge who will check them against State planning standard regulations, provide supportive comments and endorse for online approval by the State Planning Committee. The Planning Analysis System, meanwhile, is designed primarily to display and analyse general and specific information on land use, zoning, infrastructure, utilities, demographic and economic data. The third module, Mega Projects Monitoring System, will assist UPEN in monitoring all projects worth RM5 million, and above, undertaken in the State. All key information such as approval status, project status, investment undertaken, number of employees, and locations site will be maintained in this system. Yaakob said the hardware component of the DPDS-GIS system include one unit of IBM RS/6000 Model F50 Unix server, two IBM RS/6000 43P Model 240 Unix workstation, two Hewlett-Packard Netserver LC3 PII/350 personal computer servers, 12 Fujitsu DeskPower 5000 Pentium II 400 PCs, and two Dell Latitude CPI PII 266 MMX multimedia notebooks. The GIS software components comprise Genamap, MapInfo, AutoCAD, Oracle relational database management system (RDBMS) and Microsoft Office. The DPDS-GIS system will be linked to UPEN and PTM via fibre-optic cable network infrastructure, based on 3Com SuperStack III Switch 1100. Yaacob said upon completion of the project, the system will be extended to various other State departments and will serve to complement the overall Perak State Information Technology Plan.
