The Selangor State Government has kicked off a Geographic Information System (GIS) pilot project to facilitate land management.

The first phase of the Selangor Land Management System, costing RM6mil, will involve the Hulu Selangor district office and the Department of Land and Mines in Shah Alam, allowing them to perform land alienation and conversion based upon data from the sub-district of Serendah.

The system allows clerks to query information on any parcel of land by clicking on a GIS map of the land via a browser.

It also maintains lists of new and pending tasks to be completed, including land applications which have to be forwarded to the district officer or state executive committee for approval.

The system also helps clerks handle inquiries by maintaining a record of the current status of a particular application or case.

The pilot project was announced by Selangor Menteri Besar Datuk Dr Abu Hassan Omar in conjunction with the recently concluded 4th GIS Asia Pacific Conference and Exhibition.

Management of the project would be provided by the state-owned Darul Ehsan Multimedia Corporation (DEMC) through its technology arm, Global Systems Integrated Sdn Bhd.

According to Global Systems project manager Khoo Kay Tee, the database was provided by Oracle, the GIS by Sicad Geomatics through Siemens Electrical Engineering Sdn Bhd, and the browser and Internet server by Netscape.

Sun Microsystems Inc's Java operating platform would provide a bridge between the three systems, all running on Sun and Windows NT workstations.

Over the next three to five years, this system will be extended to cover all nine districts in Selangor and will be used to manage revenue collection, title allocation, land management and general operations from a Web browser client.

Subject to Land Office approval, the data may later be made available via the Internet to the general public, including survey companies, town planners, lawyers, real estate agents, finance companies and others wanting information on land ownership, the status of loans and so on.
